Fifty ministers gathered together to sign the Emancipation Prolamation while 2,000 faithful Christians look on in Wichita's A. Price Woodard Park during Operation Save America -Wichita national event in July. This prolamation was drawn up by national OSA leadership to draw attention to the plight of unborn children in America.
The proclamation had a dramatic and sobering effect on the citizens of Wichita and their publicly elected officials. The proclamation (see page 3) is intended to remove the middle ground from those who profess to be pro-life with their mouths, but by their actions show in reality they are pro-choice.
One such example is the mayor of Wichita who professes to be a Christian but refused to sign the proclamation. His position goes directly against the teachings of our Lord Jesus Christ as recorded in the gospel of Luke chapter 11 Vs 23. "He who is not with Me is against Me, and he who does not gather with Me scatters.
It's the same familiar excuse for doing nothing. "I wouldn't have an abortion but?
The Emancipation Proclamation effectively removes any middle ground. People are forced to make a decision one way or the other by their actions more than just their words. Most pro-life people are quick to say I'm for you. It just isn't enough to say you're for pro-life YOU MUST BE WITH THOSE WHO ARE ACTIVELY WORKING TO END ABORTION. No matter how hard Americans try to escape their accountability, God's word calls us to be accountable for the actions of the nation.
Rev. Philip Benham said it best when he used the statement by Hilary Clinton "It takes a village to raise a child." Well likewise, it takes a "village to kill a child". There isn't anyway that abortion can continue without the permission of the community. Those responsible include the church, the civil government, the educational system, the media, police enforcement, the court system, and the pro-choice and pro-life citizens. Clearly, God cannot continue to bless a nation that refuses to take on its responsibilities in the shedding of innocent blood. America needs to repent of allowing this shedding of the blood of the innocent and seek God's forgiveness. The tragic deaths of so many innocent people in New York City, Washington D.C. and Pennsylvania stand as a stark reminder of the innocent bloodshed of the unborn every day in our nation.

TIME TO END THE STATUS QUO
While in Wichita I was blessed by God to be able to take time to pray and meditate on the abortion situation here in Western New York. I soon realized we have accepted the status quo of a few babies saved every week. Although this is true, we have not brought about an end to abortion. Those who lust after financial gain and bloodshed have continued to mock God, protected by Judge Arcara's Federal Injunction prohibiting us from speaking to women entering the clinic. Therefore, we are being forced to change our tactics to save babies lives. This is how you can help. We need increased financial support to go on the offensive in this spiritual battle for the hearts of the nation. We are moving out to reach women before they come to the clinic and to change public opinion as a whole. Some of the strategies we will employ are television and radio programs, to bring a heightened awareness of the peoples accountability towards God for the shedding of innocent blood.
You can begin to help us by doing the following: If you are not currently financially supporting this ministry you need to do so by pledging a monthly amount you can afford. Secondly, after reading the enclosed brochure you can pass it on to someone else. You can also carefully read the Pre Amble and the Emancipation Proclamation. Then pass this on to your pastor or priest asking him to permit Last Call Ministries to come to your church and encourage them to be part of the National movement to get signatures.
You and many others will then have the opportunity to be a part of this historical event when these signatures will be handed to our president and the Supreme Court. We need you to be a part of this revival in our country to end the insanity that is going on.

Pre Amble to
Emancipation Proclamation
Every once in a while, a significant document is introduced that has the potential to bring about a dramatic change in human affairs. We at Operation Rescue/Operation Save America consider the “Emancipation Proclamation” for the pre-born child to be such a document. We are presenting this opportunity for all whose hearts are moved by the plight of our pre-born neighbors to sign this historic document. Be well informed however that your signature carries with it a great weight of responsibility. This is not a petition drive!
By signing this document, you are declaring before Almighty God and to the world that you will no longer stand passively by while little children die. Your signature will be viewed as a step toward true repentance. Every one of us in America is either complicit or complacent in the act of child-killing. It takes a village to kill a child, and an entire nation to murder over 45 million. We are a part of the village, we are a part of the nation and, by signing this document, we are declaring that our days of apathy and indolence are over in Jesus’ Holy Name!
Your signature on this document will become a voice for those who cannot speak for themselves. Your physical presence at local abortion mills will allow your theology to become biography in the streets. Your financial support for those ministries standing in the gap on the streets for the pre-born children will move the gates of hell.
By God’s grace, each and every one of us who signs this Emancipation, will stand in Jesus’ Name, on behalf of our pre-born brothers and sisters until God answers the prayers and rewards the efforts of His people. We will stand until the pre-born child obtains the same unalienable rights and protections that are granted every American citizen under the Law of
God and the Constitution of the United States of America!
National Emancipation Proclamation
We, the Pastors, Elders, and citizens of the United States of America in the gates of our city and of our nation do hereby declare on this ________ day of _____________ in the year of our Lord 2001 that all children, from conception forward, are human beings. They are endowed by their Creator with certain unalienable rights, and that among these are Life, Liberty, and the Pursuit of Happiness.
In regard to these children, our government has been in rebellion against the Law of Almighty God since January 22, 1973. Our Supreme Court of the United States of America, declared that children in their mother's wombs were not fully human and therefore not entitled to the full protection of the laws of our land. Because of this open rebellion and blatant disregard for the Law of God and for life, our nation is suffering under the remedial judgments of God Himself. Blood is coursing down the corridors of our schools, work places and streets. Because we have not hated bloodshed, bloodshed is now pursuing us. (Ezekiel 35:6)
We, the Pastors, Elders, and citizens of the United States of America, do hereby this day hold the Supreme Court of the United States of America in contempt of the Court of Almighty God. We hold it in contempt of the lives of the children it was sworn to protect. We hold it in contempt of the Court before whom every knee shall bow and every tongue shall confess that Jesus Christ is Lord.
By virtue of the power and authority vested in us as Pastors Elders and followers of the Church of Jesus Christ, we declare that the lives of all children (born and unborn) are sacred to God and worthy of our defense. We with one voice decree, the unborn child shall now and forever more be set free to live in America. They shall be welcomed in life and protected by law. Upon this act, sincerely believed to be an act of justice, warranted by the Constitution, we invoke the considerate judgment of mankind and the gracious favor of Almighty God.
We enjoin our brothers and sisters in our great nation to join us in this noble endeavor to speak for those children who cannot speak for themselves.
